Putty starts at 0 and is heavily reliant on Good/Excellent procs, so yes, "too bad" if it doesn't HQ. I always let my customers know up-front that I can't guarantee 100% HQ so if they're not ok with NQ, I'm not making it for them. I'll 100% guarantee anything but putty. Sometimes I'll offer up one of my own stock and give 1 HQ 2 NQ as a consolation prize if it fails but if they want more, they're going to have to buy it directly.

I also tend to sell my HQ putties and just use the NQ ones.

Also when crafting for someone, if I NQ their gear, I take the loss, buy new mats, and HQ for them. Then I just vendor the NQ garbage.
This happens very very rarely so I can afford to do this, but this HQ guarantee has gotten alot of people coming back to me for 2nd, 3rd, 4th crafts, full sets, etc.
