Those aren't the Relic weapon, which is a cornerstone of character development and will have continuous upgrades throughout the life of the game. Those other weapons are a stopgap at best, something to use while you work on the Relic upgrade quests.

This right here is very important. These weapons are going to be growing with us, this part of the quest will always be a wall for people to run into. They could change it now for the better so it has longevity and is fun, or they can nerf it come 2.3 so players don't simply quit when they cannot partake in the next line of Relic progression due to this.

Bad time to frustrate fans...ESO coming out and all, going to get a lot of cancelled subscriptions methinks...in fact I've thought about it.

ESO, Warlords of Draenor, Archage, Wildstar, GW 2's major updates coming, etc. This is a bad time for lazy content updates especially on such an important quest line.

As opposed to before where your only option was Relic and Titan Hardmode still eluded most of everyone.

Honestly,
the relic has no storyline, no plot. Nothing at all. Just hours of farming without a meaning. This is not something i would have expected from SE. A relic weapon should be an important part of the story of your character, something you are fighting for and something your are proud to have. But just farming does not mean that you end the quest with a prize, it´s just frustrating and the complete game is affected by all this.
I come back from work with the duty of farming and farming and farming all the same fates with almost 0% chance do get Atma. This is not really helping in motivating the people in doing it and, as i said before, this is a big lack on the plot of the complete storyline and game.

I wouldn't be surprised if people resorted to using bots so they don't have to do the farming themselves.
