This art-style is called "Chibi", you maybe heard of it. If not: wiki.

@caitlyn yes I had and even drew a few myself. But as you can noticed even in wiki a chibi style is 1) a full chibi size, 2) super thin/skinny adult body with a big head or 3) very small bodies with big heads. What she did was a drawing with a regular size body and just add a cartoonish head. Whether or not ppl are fine with that way is a complete different thing.

And I just listened to the song you mentioned. Truly, it fits the bill very nicely. This character is indeed a broke, rejected, unhealthy street cat looking for a fight and howling to the moonlight on a hot summer night! ;P
