This is false...subjectively. Good CG takes a lot of time and effort, easily as much as traditional mediums. It all comes down to what you're used to. Have a professional painter and a professional CG artist complete an illustration of roughly the same level of detail and quality, and it probably won't take either one noticeably longer.
Speaking personally, I find the tactile feel of pencil on paper immensely more satisfying than trying to lay out a sketch on a computer, even using a tablet. On the flipside, CG color is more fun because it's easy to work with and requires minimal effort to adjust and correct. Someone who's been doing oil paintings all their career, though, might not find it the same way.
