That image is the poster girl for a "Yandere" and when you google "Yandere" or "Yandere Face" you will either get the original art, or one of the memes that is quickly and easily traced back to the original art. That image might as well be the Mona Lisa of the internet. So when people do memes based on it, it isn't art theft, its more like a reference. Hell, google things like Mona Lisa and tack on "Parody".

It isn't art theft if everyone knows thats the point of the image. Kind of like how cosplayers aren't stealing when they cosplay, I doubt cosplayers get permission to use character designs. You just have to be intelligent and logical when it comes to things like this.
