Rare items

I guess I could just google this, but I wanted to ask about it here.

Is there rare items in the game that only a few people have or could get?

No items that I know of are really that rare. People could argue that i115 weapons from turn 9 might be rare for a while but that's how progression goes. There's no cap on how many items are available in-game to make it truly rare.

The mounts that drop from Ex Primals are probably the rarest items currently obtainable, if you don't count items in the current progression content. In terms of the rarest item overall it'd probably the White Raven earrings from 1.0. (which you can no longer obtain..unless that shifty retainer finds a way to get them)
