My thinking is that there is a certain percent chance it will drop after the fate is completed then only awards it to 1 person who completed. If that's the case then your odds drop drastically in prime time when there a 100 people doing a fate as opposed to middle of the night early morning when there may only be a handful of players to compete with. Maybe the people who got real lucky were doing it when there were less people.
I've completed entire FATEs by myself and not once did they drop an atma.

To answer the question, yes, I've seen multiple people get an atma from a single FATE.
