Ingame Clock. Game running in Slow-mo(best way to describe it)

There are 2 issues as to why I think this.

1. My game clock will slowly fall more behind the longer I play. If I'm on an hour it will be about 2 minutes behind, on 2 hours, 4 minutes, and so on. This affects fate times, it will tell me I have 2 or 4 or 6 minutes longer to complete it than what I really have.
2. I run/ride slower than everyone else, even a person on the same internet as me, in the same house.

Anyone ever experienced or heard of such a thing?

Also its not FPS lag or anything, I run at a consistent 70+ frames per second.
