i think ilvl90 gear is low for him, dps runs very slowly even with ppl using optimal gear (ilvl90/relic weapons), maybe need i100 gear upgrading
Not really, pushing phases means nothing because it's usually the dots that do it. It's still a fairly close enrage even at i90. So i90 is not over geared. I rather like pushing phases because it helps with enrage if someone does screw up at the end.
The thing is, you really can't have any deaths on many of the phases, so you can't have a weak link in the PT. It is really possible lose someone in the very end, but that's a tough rng to sell.
Lose a tank : Tail will massacre people
Loose a DPS: histera will eventually get people
Loose a healer : Stack will get them (especially in 2nd phase that has a large tidal wave spam)
But If everyone dodges and no one dies, it's fairly simple as a "one trick pony"
Maybe when you do have i110 people doing this fight, it becomes a different fight, but right now it's a pretty tight party dance.
Seen 1 pony 2 mirrors so far.
Tell that to the various party I've been in that kill the mage adds just fine with 1 DPS down mid-fight. It might be close to enrage depending on the other 3 people but it's not impossible or as tight of a DPS check as you think.
Except a majority of the i90 groups still finish fairly close to enrage. It means nothing if you skip phases, you're just going to get hurt later. Especially the bubbles if you don't save some CDs for it.
Once you get people levi weapons at ilvl91-92...it really makes a large difference in enrage timer.
i90 is nothing like i91, due to the fact of a weapon upgrade.
They only push close to enrage because dps keep dying. If you're down 2 dps at the end, you are screwed. You can do it with 1 down but it will be close. After the second tidal wave, you have x minutes to kill him. And he's designed to do the second tidal wave at x%. This means no matter what, you have to do x% damage in those x minutes. It's a dps check you cannot bypass. How fast you dealt damage earlier means nothing. What matters is how fast you deal damage now.
If dps is too fast, he'll do the second tidal wave too early. Not giving the convertor time to charge after the second set of spumes.

In the end you're proving yourself wrong, by stating i90 is good. It's a close run. having a i92 group is leagues better at beating levi then an i90 from the enrage. And levi only really skips phases because of dots. If you take out a smn or lower your dot ratio, levi will never skip phases. It's not the i90 that skips phase, it's your party.
