The thing with WoW legendary is that it was BiS for that content up until the next expansion. Up until 5.3, each "tier" of rewards were RNG-dependent quest drops from raids (weekly reset), but it was also far from being the only objective for that part of the quest. You had to do fairly challenging (for the time of release) solo-scenarios, reputation gains (which went alongside dailies), and even flat out time-gated like the 3000 valor (soliderly) achievement.

I can't say the same for Relic; unweathered weapons are so much more accessible now thanks to ST and hunts. From what I heard relics have always been equal or outperformed with each content update.

...The relic story isn't even that interesting either... they hand you your weapon and you talk to some smchuck that asks you to collect atmas, books and gems to empower it; mind you that it's power isnt that much stronger than something you'd get from a piece of rock.
