A medium range pc will beat the ps4 version for a LOT, not even close.

The ps4 version is a big upgrade of ps3 version but a great downgrade if you have a pc similar to this

if you have decent rig, avoid ps4 ver and download sweet FX program.
Maybe if your tv settings are not right. PS4 blows my pc away as far as detail goes. And to answer OP's question, you can totally use a keyboard and mouse to play it just as you would a PC. You can get a bluetooth keyboard and mouse or wireless one as well.
