I don't see how this is a bad thing.

When the game was first released there were hordes of people doing every FATE and I don't remember any problems, the veteran players are level synced so they aren't any more powerful than the FATE allow, new players have many other sources of exp so even if they struggle to participate in FATES they're not missing out, and on top of that I think its more encouraging to new players to see a busy world than to see an empty one.
