Actually they changed the server infrastructure to accommodate the influx of PS4 players and personal housing. No, the long maintenance was to fix the issue of ONE instance being overloaded. So if one is being used more than others it will allocate more to that particular dungeon. But if EVERYONE and their brother is doing things, like what normally happens on mondays, there's nothing that can be done.

What I stated was also one of the things they did.
The problem is that they can't build the servers around max or peak load, it's not financially wise. This maintenance will introduce a new structure to the instance system that automatically adjusts the number of available instances according to the level of congestion. Until now, depending on the time of day, the number of players would become concentrated in certain content, maxing out the number of available instances, resulting in extended waiting times for players despite having a full party. With the implementation of this new system, more players than ever before will be able to participate simultaneously in the same content.
