Legacy member not able to mount companion chocobo

I tried to mount my companion today and i got the message "Cannot execute at this time". I wasn't in battle and i was in a town. This has been an issue for awhile now but its more apparent with the ability to mount your companion while it is out. (Patch 2.2 release)

The reason I added legacy member to this issue is because I noticed that I never recieved the option to obtain a Grand Company chocobo, yet I was able to progress through the Grand Company ranks. (Order of the Twin Addler). I only have my legacy chocobo, I never got the quest to get the Grand Company one. Yet my companion chocobo is a level 4 healer. So I'm not sure whats going on. Any help would be great.

Once you can provide such information we can move forward and resolve this issue. For now I am going to move this thread into Insufficient Information.
