I think you unlock in in Limsa.

It's a fun addition to the game I think. I'm happy too that it gives rewards based on completing a certain number of them since pvp and the Duty Roulette aren't my things. It's pretty generous on gil too, so if you complete an entry on a level 50, at least you have the money. Good luck!
