I did >60 DoH leves in St Coinach's and recevied 0 tokens.

Well - if they're not listed as rewards you'll not receive them of course - in low level battle leves 2 to 3 out 4 of usually offers venture coins - takes me 10 to 15 minutes on one alt to make four coins to "feed" my retainers for next 18 hours venture.

I get a lot of GC seals from turning in HQ items for provisioning quests. And, of course, running FATES. There are also a lot of leves that reward a Venture, which cuts out the seals "middleman". They do add up.

I got a stack of 99 tokens but I can't remember where I got them from, I feel like it was from one of the Grand Company levequests in Mord when I was doing what was requested on the new upgrade books.
