I download everything fine other than this game. On average my download speed for torrents is nearly 3mb a sec. Not 0.20MB with this painfully slow client. I dont mean to be rude but you knew that your comment wasn't helpful in anyway.
I got it for just over 16Mbit/sec last night around 8pm EST. The server you are getting directed to may simply be overloaded (download came from 24.143.200.227, watched it in Resmon and task manager).
Sometimes you can get a better pull if you stop and retry. YMMV though.
Some ISP's may be erroneously detecting it as torrent traffic... possibly influenced by the sudden increase in traffic for a ~2GB download from the same servers. You could try connecting via a VPN to see if you can bypass the traffic shaping. Could give http://www.vpnbook.com a try. In their "How To" section, they give you the details to setup a free OPenVPN or a basic Point-to-Point VPN (PPTP) with Microsoft's Connection Manager. It won't work to run the game because it is basically restricted to just browsing types of traffic, but it should work just fine for getting the patches, since all that is done on TCP port 80 (same as normal web browsing traffic). Alternately, you could try CyberGhost VPN. It's also based on OpenVPN, but does work to let you play the game--but there are only a few US based servers with the free version (so can get kinda slow/laggy during prime time), and it restricts you to 3 hours so it may not be the best to use for actually playing games.
