The majority of the player base are the casual players. The minority would be those players who have all jobs at 50, each one with a relic+1 currently in hand that is tackling new content with an iron fist and beating it into submission the first day it comes out.

Even now getting the Relc+1 for another Job beyond your first is still very time consuming, forget Relic+2 for the moment.

You also have to remember that current end-game raid content has a lock-out. So if you are going into Coil Turns 6-9 as a Healer for example you will probably be spending your time trying to gear them as best you can in preparation for the new turns. This would be considered your "Main" job so to speak.

As for your "Alt"ernative jobs that aren't nearly as geared, and will not be partaking in end-game raid content there isn't as much of a need to be rushing into their relic+2 from that standpoint. I doubt there are many people prior to this patch who switched jobs for Coil unless their FC absolutely needed them to, so getting their relic+1 on other jobs was more of a secondary goal. Something you will eventually get around to when the time permits but its not on your immediate to-do list.
