Horns don't blow in the wind - but neither does Yugiri's whatever-they-ares. The most you see in any cutscene is the cloth shifting around a bit, and never more than could be accommodated by cloth loosely covering horns. In fact, given their length, if they really were ears they SHOULD have been moving more than they were. Held horizontally like that all the time, and weighted down with cloth, besides? That's awfully rigid for ears. I was undecided before I watched the cutscenes, but now that I have, I'm sure that whatever they are, they aren't ears.
According to the text on the Leafy Seadragon, this is a fish hunted to near extinction by Ishgardians, simply because it looks sort of like a dragon and has dragon in the name. Yeah, Ishgardians aren't too picky about the dragons they hate, and I doubt they'd be any friendlier toward dragon people. This still isn't to say it couldn't happen, but it's nonetheless an issue that needs to be addressed if players are allowed to play as dragonfolk.
I say Bangaa!
Since Bangaas are normally a Male only race Yoshi P managed to keep us on the dark by introducing a Female gender Bangaa.
Because if Yugiri would be of masculine origin and being a lizzard everyone would have noticed right away.
Like this everyone is kept in missbelief about what race Yugiri belongs to.
Also Bangaa > floppy ears !
The only fownside of my speculation is Yugiris feet.
Bangaas have lizzard feet but not Yugiri, either because shes female or maybe Bangaas won't have those lizzard feet because it would be hard for devs to reshape all that armor.
The theory that Yugiri is Bangaa holds up well due to the following:
She has the lizard like tail and floppy ears.
Roe are basically Galka, but don't have the tails and are proportioned a bit differently, as well as miq'ote being less catlike in the face than their mithra counterparts. This leads me to believe that the Bangaa being brought in could very well have the same creative changes done to make them more visually appealing at least in their female form.
Also, there have been past discussion about how armor works in this game and the body proportions the Bangaa are being given may well be to help facilitate making that process easier since if they had their own proportions the armor/weapons team would have to create a set of armor SPECIFICALLY for them which is extra work.
That's just my 2 cents.
you realize that they would have to completely redesign the appearance of a bangaa race right? so of course the posture an an facial apeearances would be made more pleasing to look at in an mmo. look at female roe's, they dont look anything like their male counterparts almost, because they went with the more pleasing to the eye route. one would assume they would do the same for the new race. the male could be more tough, meaner looking, an the female would be pretty. oh but wait i forgot, you did all the character design an modeling in this game so its "impossible"

That's the most plausible speculation. (I hope no wings though)
I don't know if the artist's comment on already having a horned race implies they think we can't have another. Both Lalafel and Elezen have long pointy ears, so two horned races should be a possibility too.
