Looks like that debuff (and the fight it'll be in -- won't say what, but it's easy enough to do the math) is SE's way of giving the finger to the people that figured out how to kill T2 with enrage and avoid working through the rot mechanic.

Ahhh yes, let's turn this into a new T2 Rage strat thread. I find it very disappointing that in a game with no challenges, people who want to pretend to be skilled grasp at crap like T2 as some big deal; it isn't and neither is this.

Having unpredictable AI isn't skill either. It's just RNG with "let's class stack any build that seems to have the least trouble with all of his abilities" fight... also known as streamlining so we don't have to think strategy.
