Both Tempest and Rise of the White Raven are in the patch files, so he's definitely fightable.

Here the old fight for everyone who don't know it

I honestly would LOVE to fight Nael again... his final battle during the summer of 2012 was quite epic he's always been one of my favourite bad guys in the entire Eorzean lore. However, I agree that its weird he is being "brought back alive" but as mentioned in a post above, he technically only died physically while his main aether-self got "absorbed" by Dalamud.
Yeah... bring him back... because for all his psychotic behaviour, he still had a very noble elegant style and charisma. Besides, I still want to rattle his collar, get some more answers from him and obtain that silver armour of his.

Spoilers..
White Raven is alive in coil 2 along with Louisoix and both are controlled by Bahamut

I spoiled myself by reading that... but wouldn't it be freaky if Nael and Louisoix fought the party side-by-side?
I do believe he is the T9 boss. So, who will be the T10 boss I wonder when it's released?
