A Master Looter option would be nice.

The need/greed/pass system works really well in most situations tho.

Hearing the story, I'd have to say it's on the other tank. If he needed the sword and could thus press Need, it's on him. He should have pressed it. My FC has a rule that we check about the gear, but the general rule is if you can Need it and you're often in that class for Coil runs, to take it. Otherwise if it's a greed thing, we check who needs it the most.

Setting loot rule after duty complete is bull shit. You just ignore those guys
or even report them if they keep spreading out this issue to ruin your reputation.

Anyway, I curious to know what was the loot rule.

Because if tank didn't need then everyone else should have right to greed on it.

Who...makes loot rules for PUGs? You're just asking for trouble. Loot rules are for FCs or statics or people who have at least a small semblance of knowing each other. There's not even an issue here.

Jp servers do it all the time by having everyone pick a job to greed roll on before the instance starts, and put it In the of message.

A good fail safe is to have someone you trust in the group to not roll until everyone who's job didn't get loot leave the instance, that way you know it has to be willful for someone to stay and try to ninja loot. Ignoring that SE has confirmed breaking agreed on party rules is harassment, unlike DF you're all on the same server, and breaking rules can earn you a bad rep fast.

PF in JP server always have some sort of loot rules, if it's greed party then everyone state what they want to greed, I think the max is 2 person per stats. Some will have Need>Greed rules.
As for OPs, it's their problem for not stating the loot rules at the start. It's bad practice to only state the rules after it has drop, if it was me I would greed as well since there was no prior agreement that the tank should get the blade, and he could have needed anyway so it's his problem for greeding lol

Every time someone puts "honor system" and "PUGs" together in the same thought, I have to shake my head a little. But here are some thoughts:

    1) The game needs more loot rule flexibility. WoW has some good options for them to base these on, such as Master Loot, but that also involves trust.
    2) I would feel guilty for rolling Greed on an item that was reserved, even if it wasn't said anywhere I could read for myself that this was the case. Generally people make a Big Deal of it at the start of the raid, or before the boss fight in question.
    3) The tank should have also just rolled Need since it was reserved AND for the job they were currently playing. If it was me in that position, I would have done so.

It sounds like a bad combination of elements led to whatever reputation you think you have on your home server. Could a different loot system have prevented it? Probably. But no system is perfect, and some systems (like Master Loot) are ripe for abuse too. It's a balance.
