The new items are all things you can get (in ARR) through quests and events that you can't reobtain if you (accidentally or not) get rid of them. They made it so you can buy them back from the salvager.

It's for all the people who by accident and or intentionally discarded various key event items and one-time rewards.
Quite a number of people discarded their AF gear and Relic weapons a while back with no way to re-obtain them.

I put up a thread asking for this (Very oddly they didn't respond since I originally asked on the official forums after the beta), so I'm glad they've partially answered my request (No sign of the lightning/snow gear though);

I can't wear my 1.0 female Yukata because my character is now male in ARR. It would be good if I can now buy also the male version

It seems we can buy from the calamity npc event gears for both genders. At least my male Miqo'te can now buy the female version of the Valentine gear. Sadly the Lightning event gears are not in the list.
