Anyway I do hope you're right. I'm not a tank, but I know lots of people who deserve it and I'm not sure they meet that 200 high duty requirements

I think if depends of if the code and data storage was there to determine this prior to 2.2. I work in software and I use "As of X.X" meaning "a starting point for tracking" for statements like this. I know a handful of absolutely awesome tanks and I feel for them on this if this is true because they deserve the mounts.

I doubt that. According to the notes, the three new dungeons are also part of a Duty Roulette Extreme, which would be harder than Haukke HM, Sirius, Copperbell HM. I doubt you would have to get into these "extreme" dungeons just to get darklight. But, I could be wrong.

You are right that it makes no sense, but that is my recollection. Hope I'm wrong.

I don't think the Atma and Animus are the new Zodiac. I was thinking the new 100/110 are.

Zodiac will be the final form in the future. They're starting with A as in alpha and will lead to "Bravo," "Charlie" or "Delta" so to speak. They will definitely skip letters in between.

Given all of this stuff:

A host of new gear will be available in patch 2.2, offering players the edge they need to overcome the new challenges that await them. Among that new gear are Gerolt's masterworks, a new set of gear obtainable through the exchange of Allagan tomestones of soldiery.

From blacksmithing to carpentry to weaving, all these arts and more were mastered by Gerolt, the renowned artisan whose name once echoed through the halls of every workshop in Eorzea.

None could match his sense for form and function, his creations earning the acclaim of disciples of war and magic across the realm. All who sought the finest tools of their chosen profession had eyes only for those fashioned by his masterful hands.

But alas, the master would lose himself to the thralls of liquor, his legend left to sink to the bottom of his drinking glass. As years passed, his extant creations grew all the more valuable for their rarity, artifacts highly sought by the wealthiest collectors in the realm. And yet in recent days, an ever-increasing number of arms seemingly forged by his hand have surfaced. Those who would possess true power would do well to seek those artifacts that bear this mark.

I'm going to guess that Rowena is involved in some middle step in either acquiring or upgrading the Gerolt's Masterworks weapons. Trade her soldiery tomes, get this token, do something with Gerolt, receive moar power.
