You mean like those World bosses in GW2?
(Still love GW2 and playing it because of their unique classes and World Boss Events. Though GW2 is very depeneded on Crafting the Best gear in endgame with mats only being obtainable through Endgame events, World Boss events, and Dungeons.)

I'd much rather fate style bosses, perhaps with more interesting mechanics. Otherwise it just leads to ridiculous stuff like people getting angry when they don't claim, people claiming and holding and trying to charge gathered groups to pay them to be able to fight the boss (as often happened in ffxi) people using claim bots (also in ffxi) making it difficult for legitimate players to ever fight them, people trolling others especially if the boss despawns after a fight, someone can claim then wipe intentionally.
More interesting fate bosses would be great, have more rewards come from them, because as it stands the things you can buy from farming odin/behemoth are pretty lackluster. As someone mentioned earlier, some invasion events would be pretty neat too.
Let's see what happens.
1.0 had open world bosses and none of these issues were present. They just have to make them not drop the absolute best gear in game (like XI NMs did). For FATE bosses the issue is inclusiveness and there is no way to implement FATE bosses that can be attacked simultaneously by hundreds (or even dozens) of random players without it becoming a zerg-fest.
I actually liked Guild Wars 2's bounty hunts.
For those unfamiliar there were random named mobs wandering the world that a guild could task themselves with hunting. The mobs were not aggro unless engaged by the guild hunting the bounty. They would then start up an event on the spot to kill the target. And they were actually quite strong. They required a fair amount of skill from the guild hunting them, as well as numbers. But outside players could also help kill, or be killed. I'd personally make them aggressive though. There's something magical about being a lowbie and spotting something that, without a doubt in your mind, would kill you if you got too close (like really, do we actually need to tell the level 5 newbie who's killing ladybugs he can't take a housed size mass of fire spewing death?). I also find it more exciting seeing others run headlong into it, and looking forward to one day doing that yourself.
I do miss that sense of wonder I had in 1.0 when I was exploring areas I shouldn't have been. A dodo just ruined my day, obviously this field full of house sized toads, bombs, and peistes isn't going to be easier. Didn't need the monsters level on my UI to tell me that.

And please make it spawn once a week with +-3 days random offset, and at any time (Random. Deep night, when you are at work, doesn't matter). And make it drop some unique best equip, so whole server camps it.
P.S. Ideas are taken from Lineage2.
Once again the OP is giving outside the box thinking ideas and this is the same boring excuses people come up with. This is why the game will never go anywhere. Limitations are with the players as much as it is the game itself.Most of the "open world" areas are currently too small to have circles where you can't enter xD
Anyway this is not a open world oriented MMO. There are currently some "open world bosses"... In fates. That's all we'll have.
And I don't like the idea of those circles to be honest
(Yeah, or Odin and Behemot, wich are even worse, not espectacular boring fights with crappy lagwhere most players can't even see anything )
Player base gets too scared of not getting loot. They are afraid of rng already so open world loot is even more scary.
