As much as I don't like the idea of open world boss because of people would just abuse the system, your reason for boss aggro on a mining/logging job really is the least concern here, for many reasonsNice idea in fact, BUT:
if said boss spawns next to me who is just innocently standing there logging and I get enmity from just standing in his line of sight, nobody from the outside can get in to help this poor botanist?
Should I throw logs and lumbers at him or defeat him while kissing him under a thavnairan mistletoe? Or am I doomed to death?

If the 400 players are the same as FATE runnings (random players with random classes, random gear and random levels), put them in a space large as Titan HM and make it start. Just count how many seconds passes before all of them being wiped.... open world bosses will be boring like hell 200-400 peeps will swarm it...

I think the Open Wrold boss should have a max number.. lets say... 32 people?
Soon as the Boss pops, it creates that "blue fate circle".. anyone inside that circle will get a PF menu, where they can join as requested jobs. (first come first serve, you have 10 sec to job change and accept or the option goes to next in line)
like it Requests.... 6 Tanks, 8 Healers, 18 DDs.
Actually that would be a great idea!
Goodbye, Final Fantasy...

but they have to make them difficult. Not to make this casual v hardcore but there needs to be some red tape around SOME of the boss in the over world if they add them.
Running around Sagoli desert and a massive worm pops up from the sand sending a shockwave/tremor throughout the entire zone. Any low-level people running around for a joyride through southern thanalan might be killed. You would need to know when its safe to go there (yes, even for gathering).
just an example.
400 players on a space large as Titan would crush the game. We got a wide space for Odin and even though it's laggy as hell, guess what 400 players stacked on such a small place would look like on your screen when you cannot do anything anymore before you dc.

You got the point, even if a zerg run to the boss, not everyone will join.
The idea of a popup window asking if join the encounter, sounds great. First come, first served, max number of players, short timer then starts with all the signing ones. Better don't ask classes, or else we get waiting queue for tanks even there.

I see tanks are more the willing to tank behemoth and Odin, it does not put too much stress on them, which means any decently geared tank would want to tank.

some open world pop item based boss targetable by the party that spawned would be nice. Like the old sky system or in auht ulghan or w/e its called.
