Probably because RMT are generally bots that can't type Japanese or how about the chance that the JP players don't care about purchasing Gil while NA evidently do. If nobody bought Gil, they would leave, it's that simple.

You really believe that JP players do no wrong?

They are just as shady as the rest of the playerbase. Lack of advertisement doesn't mean RMT isn't happening, they have different companies with different tactics.
