Kind of depends on what your definition of "casual" is, since it's tossed around enough that it's roughly meaningless on its own, just like "hardcore" or "elitist."

Yes, you will be able to. If you just play 4 hours a week you will be able to.

Please keep in mind you will not be able to get it as fast as Elitists, or Harcore players

ARR was designed with a more casual player in mind. My definition of casual is 1 hour a night or several times during the week. You may not get the better gear as quickly as others (of course) but it's certainly obtainable as others have mentioned.

I guess you could say I'm "casual" (out of necessity, at this point) and of course you can get the same things as everyone else... It'll just take you longer. One thing, though, is that if you're a slow leveler (like me) you'll probably rely on duty finder a lot to get parties together for dungeons, etc because higher level people you may encounter in FCs or what-have-you tend to be far into end game and doing their own things... That's my experience, anyway.
