Some sort of 'Coil Token' that you're guaranteed to receive is pretty much a necessity. Ideally, you would receive one token for every turn that you clear, in addition to whatever RNG-based drops you get. After that, you could spend them something like this:

- 3 tokens would buy a High Allagan accessory or belt.
- 5 tokens would buy the head/hands/feet pieces.
- 8 tokens would buy the body or legs pieces.
- Either 1 token or 2 tokens could be used to upgrade a piece of Soldiery Tomestone equipment from i100 to i110, similar to the way Thavnairian Mist is used to upgrade base Relics to their Zenith counterparts.

If they did it that way, it would:

A) Maintain the current level of gear variety, in that players would still have at least two options, with two different stat allocations, for max-iLevel equipment in each slot.
B) Fulfill the goal of giving players 'motivation' to do Coil, and make sure that the highest rewards are only available by participating in the highest content.
C) Prevent the situation where a player can go to Coil, every week, and walk out completely empty-handed, with absolutely zero progress made, for months on end, with no viable alternatives.
D) Maintain the current pace at which a diligent, active player can advance, so that splitting your efforts between two or three different classes/roles is viable, instead of requiring players to focus exclusively on one class just to have a chance at being "mostly" geared up enough in that one class to actually advance to the next round of content in 2.4 (or whenever there's another shift upwards).
