That's really quite a silly decision and makes gearing up even more thoughtless. At least when the tomestone gear and Allagan gear were the same ilvl, you had some options when it came to secondary stats.

No gear was handed to anyone freely. It takes time to grind up mythology tomestones, and depending on your job, a lot of the Allagan stuff was better than the myth stuff because of the secondary stats. Having the tomestone gear on par base stat-wise with Allagan gear gave a much needed reprieve in case RNG was unfriendly. With how it's going to be in 2.2, it's entirely possible that someone could never get a single piece of ilvl 110 Allagan gear, even if they regularly run the second Coil. That's just not right.
