Adding 2 more artists to speed it up isn't wise or feasible....

there is a process... a progression to things....
More people working in more teams would further obscure the vision of the producer...
You could have a million people on the project... but if all other facets hinge on things like the battle system and overall lag then you just have to wait....

Say I am on the team making battle animations...
until the battle system is fleshed out, I wont know the speed or pace of battle... the feel of combat, so I can't possible make animations that fit within the context of a system that isn't finished....
So I can't even start on animations until the battle system is at least in testing....
Then... Yoshi P has told my team there will be server and formula tweaks to increase responsiveness and reduce lag....
So I can start the animations... but have to keep in mind that some of them could be ill timed or glitchy if the timing changes due to server or engine tweaks....
So no.. You can't have 40 teams working on different aspects at the same time....
Even with 10 teams, the only way that can work is if Yoshi essentially makes himself a member of each team to keep everyone coordinated.. and even then there are things that can't be done until others are done first....

If you want a good game... give them time...
If you want a crappy rushed overhaul that is on par with launch... then whine, cry, troll, and Q.Q about them taking too long
The battle system overhaul and server fixes are indeed the big blockade. Once their groundwork is implemented, it will give all teams a platform to jump from, allowing them to implement all sorts of things they've been wanting to do since Yoshi-P took over.

Meanwhile, we also have to consider that SE want to release an expansion pack every now and then. If the developers are waiting on other departments for the current and upcoming content, it would be highly unlikely that they are just twiddling their thumbs. For example, while it may not be in the coming patch, they need to make new in-game assets of female roegadyn. They could also be working on building the landscape for the areas around Sharlayan and Ala Mhigo. Future story content. Cutscenes. Audio. The list goes on.

My point is, if we are forced to wait now, we won't be forced to wait as much later on.
