Cannot Post in existing threads or make new threads, Why?

I have been getting the following message for around the past 38 hours:

New forum post cannot be made due to either you have reached to your daily limit or your main character's level is not high enough.

I know for a fact that I have an active character whose level should enable me to be able to post now that over 24 hours have passed since I first received this message. Why am I still receiving this message?

I get that to from time to time. I have a Lv 50 and I rerely post. (twice this month) ther is no explanation for it. I ask the support desk in game and I get an automated response telling me to make a post in the technical difficultys threads... go figure. SE customer service strikes again.
