But then I saw them adding it to Extremes. Isn't that too far? Why do they need to get through extremes? The only content extremes unlock are more extremes and extreme primals are only just more difficult versions of the same fight.

It's been mentioned before that they plan on including Extremes to unlock more than just more extremes. With the progression of newer content and main story it was implied that extremes would be included, hence the echo. They don't want people stalled on main story content. Which is also why they are doing echo with Coil 1
