    As far as I could understand this is targeted more towards the item level of gear itself as some of the melded equipment situationally has better stats than their higher ilevel counterparts.
    But as Ilevel doesn't go up with melded gear those people are oft left unable to join Partyfinder groups without "cheating" a bit on that. (Equiping higher ilevel gear from other jobs, etc.)
