I stopped using it completely in T5. During fireball phase, I use Medica II as the fireball is going to land and that covers them for the next fireball too. And if someone is getting conflag, put regen on them and I don't have to worry about them dying from the dot. I only use Cure III for geocrush/earthen fury in Titan, and hellfire/third nail phase in Ifrit.I see healers too reliant on Cure III during Titan HM/EM and they end up running out of MP quickly. I even stopped using it during Twintania unless it's the other group of people getting hit by Fireballs (but even then Medica/II + Succor will be more then enough) I feel the skill itself is too underwhelming to use for the high MP cost and the short target radius.
seems cool when you have melees at half hp and you get a proc, and heal everyone to full with little mana, but thats not often. feel a 15 second window is a bit small, since by the time you will need it to heal the party it will go away, ifrit ex might be a exception, however even there you have to prioritize healing the tank. anyhow its still beneficial even without the proc in fights like titan, ifrit, coil where the quick cast time is nice, compared to 2.0's.
Overcure is awesome, Cure 3 is 255 MP(something like that) instead of 505 MP. That is such a decrease in MP usage that it's super awesome, wish it would proc more when you need cure 3 though lol. But whenever I have to heal with cure 2 and need an aoe heal my eyes seriously light up!

Yeah, but that's assuming you happen to be in a situation where Cure III is needed. If only overcure never had that 15 second timer, it would be worthwhile.
It's not that impressive.
I think the real problem is the random nature of its proc, which just doesn't work well for healing where you need dependable skills you can rely on and use on a moment's notice. And attempting to spam cure 2 in an effort to proc it will waste far more MP than the ability will end up saving you. So basically I agree with you. It's a poorly designed ability.
