I have had a few years of attempting to manage linkshells/guilds, and I think SE is starting to realize us as a community has just as much power to save the game as they do. (forums, polls, etc)
I personally believe that being an organized tight knit community such as a linkshell on each server will keep the newer players and hold on to the hardcores.
Think about it..

1. Give us the option to remove players without being near them so we don't have to spend a week rebuilding a linkshell when we cap it's members.

2. A simple way to announce something to everyone in the linkshell when they log on.

3. An event calendar in game.

Sure, I have a website with events/schedules etc... I can assure you that reading this stuff in game is much more likely to yeild success than sending someone to a different website. These are just a few that I would be happy with.. I'm sure people can think of many other ways to improve the capabilities of Linkshell Leadership too.
