i will say this your lvl 37 and your playing in the lvl 30 bracket. Were most dps that play that bracket don't have all there skills so in a sense dps wont be great by any means its completely different in the higher brackets you also need more experience in the game im not gonna say learn to play but getting more experience will help.

If you're playing in 30 que and can't damage the healer at all there are 2 probable causes.
Because the healer in 30 is very easy to down compared to 40 and 50. The reason you maybe can't dent his health, if that's true is, he is either a r30 playing in the lv 30 bracket and you are all brand new to pvp with no pvp skills etc. Because you don't need good gear to do high dmg in the 30 bracket as it is capped at lv 30 equipment and there is 0 morale influence.

The other reason you might be doing close to no damage is simply skill level and not chaining any combos, or stunning completely wrong, like dragoon taking your stuns and you stun right after him and there go your 3 stuns in1 sec. Once you play a bit more, you get used to how players fight players and you will see the healer drop if your team is decent, keep at it!

Edit- I just read your bard is 50, and if you play in the 50 level bracket with no pvp gear past ilvl 70, you will not kill the healer usually, especially if he is r 30 with all gear. In this case you should play in lower brackets until you obtain the ilvl70 gear with decent morale, it brings you up to 180 ish I believe with all equipped and you can make a dent in the healer hp then. Once you reach r 30 and if you are decent at pvp, you can down healers with some teamwork of others helping you. If it is all random against 3 premade lv r30's and you have a mix mash of players with ilvl55, ilvl70 and even 1 ilvl90, the chances are going to be way against you. Also some scholars fairy's can heal 1k plus a shot, sometime it helps to sleep, stun or just downright nuke the fairy if you see that the healer isn't even getting dinged a bit.

Cheers~! PvP is very fun imo, don't give up. You gotta get your butt handed to you in order to deal out the big numbers later on.

also bad idea to try and kill a healer int he outset you should pressure them sure but pressure the dps as well to waste the healers cd's so you can kill them easier so many ways to pressure them

It's a valid complaint, some people are so incredibly sturdy, even if you know how to play. The most impenetrable healers you find are probably all scholars who even had to be balanced in a patch to make them less effective, but I'm not sure how much of a difference it made. If their fairy is alive and helping them, you won't get very far attacking its master, it will feel like you are trying to chisel diamond with a chopstick.
