It really does not matter. If people needed BiS set to even attempt Leviathan, you can be sure nobody will do it - it's going to lock out people, and that's against Yoshida's principle of accessibility for everyone. The only reason I don't have BiS at this point is RNG - I have not seen the Allagan Choker of Earrings of Fending drop once, ever since I set foot into Coil.

iLevel is more than good enough for any encounter in this game. You can probably tank Twintania in full Allagan or full Myth gear as well, all you need to do is hit the Accuracy cap (482 after food), and you're good to go. BiS should never be a minimum standard for a fight.
