It's mostly the fact that gearing up with 0 Parry is not a good way to go for taking on new content. I'm not saying everyone NEEDS BiS, but I will argue for the sake of saying it is BiS for a reason. It is Better than having a Skill Speed build on Paladin. It is better than having a High Crit build on a Warrior. Both are not buffing anything that those classes need. =P Paladin damage on Twintania ranged from 45-65K for the entire fight, a littlre more Determination or Crit won't add much more, but parrying more often will save your entire group from potentially having to start over.
I already have my Allagan chest piece, but had recently obtained my Valor chest as it is listed as BiS. The chest piece does have higher Parry + Determination to help greater mitigate damage, but without the significant increase in Accuracy that the Allagan chest provides. Of course the BiS will likely change with the upcoming patch 2.2 and expected I had been thinking that maybe there are BiS pieces for different parts of the game. ie. Valor chest for most primals and Turn 1-4 and Allagan chest for Turn 5. It may also change depending on what your basic stats are, your race and the food you use as long as you meet the required caps of specific stats like accuracy.

Nice diagram. going by the diagram my parry rate should be 25-26%, since i got 500 ish (+-30, depend on what i feel like using). losing 5% is not that much anyway (to me that is). spending weeks farm ing myth tome for 5% parry rate increase.... I will have to pass on that ><

Full i90 with enough accuracy for your target content vs BiS parry based difference is pretty minimal. If you're currently gearing up then it's pretty simple, if you get a higher item level tank piece than the one your wearing and not drop below your accuracy target, it's an upgrade. If you get an equal level tanking piece that has more parry than the one your wearing and not drop below your accuracy target, it's an upgrade.

PLD is a tank not a DPS, if you can punch out some decent DPS while tanking, that's great. But your first priority should be holding hate and mitigation. Accuracy(as needed) and as much parry as you can get.
That being said, once 2.2 comes out aiming for this set as an i90 starter you really can't go wrong. Plenty of accuracy for any end game currently, probably for most new end-game content as well and 609 parry.
You could drop some accuracy for events that don't need it, but most of that gear also comes with the highest parry for those slots.

Use Allagan Blade and Allagan Shield, change Hero's bracelet to Allagan and Valor shoes to Allagan's. 480 accuracy but you have 620 parry

Good call on those changes, minor tweaks, but should be slightly better.
I was trying to stay to only i90 gear as it would probably be easier to get, but no point not to put Allagan Blade if I'm gonna put the helm since they are both T5.

If you even care about about BiS and whatever non-sense, save your myth incase i90 crafted gear is coming (we should know by tomorrow) and buy up materia IVs. T5 is beaten by people around i75-i80 so its not like BiS is really needed for high end content.
