There is still plenty of luck. It may not be in the percentages themselves, but rather, whether or not the percentages work in your favor. Even with a 99% drop rate, you can still not see a drop every time you go. In FFXI, I was there to claim eastern shadow for my e.bow everyday for 3 weeks straight. Never saw a drop.

As I said, I want them to do open world and do it correctly, but epic gear, whether or not it's instanced or open world will be time gated(lockouts). This is usually accomplished via spawn timers, or horrible drop rates, most likely a combination of both. It is an inevitability. The 'hard to do' or 'require a lot of work' isn't an excuse. Open world goes against the design philosophy(tomes)(see what I did there? har har) of FFXIV as has been stated numerous times.

I will agree though OP's .05% is an exaggeration.
