I'm sure you are just giving your perspective on this as a healer but you have to realize there are healers out there that are bad as well. With your suggestion what would prevent these players from just flagging anyone they want? Or for that matter someone in a raid such as crystal tower just flagging random people for the sole purpose of making the raid fail? What if someone made an honest mistake either by accident or just simply new? The possible abuse of a system like this could frankly get out of hand very quickly.

I agree SE could streamline the reporting process, such as they did with adding someone to your blacklist. A simple right click context menu for reporting for cheating or abusive behavior with an option to attach the chat log, time, etc.. would just streamline the process of being able to report someone.
