One is forced to ask what prompted these bizarre suggestions?
Playing a healer or a tank you have to expect the blame from irate non-healers or non-tanks at times when things go wrong, having main healed in most MMOs I play I know that from experience. 'Abuse' is a nebulous word so since I don't know how you define it then it's hard to discuss this.

Idea number 1 will just lead to abusive healers, we have seen it all before tank is abusive, everyone leaves tank doesn't care because he will get straight into another party, it will be the same with healers, they flag characters for lulz, doesn't matter if everyone leaves they will get straight into a party again.
Number 2, I agree with the right click to report, possibly with a window saying "Please select a reason for the report, cheating, spam, harassment" and it sends a copy/paste report. But you never need to screenshot anything. The GM team have access to all the chat logs on all the servers, So if you give a small overview of what happened including approximate times etc and they can pull up chat logs to see what has been said.
I'm sure you are just giving your perspective on this as a healer but you have to realize there are healers out there that are bad as well. With your suggestion what would prevent these players from just flagging anyone they want? Or for that matter someone in a raid such as crystal tower just flagging random people for the sole purpose of making the raid fail? What if someone made an honest mistake either by accident or just simply new? The possible abuse of a system like this could frankly get out of hand very quickly.1. Provide healers with ability to flag an abusive player in the raid/party frames (tick box) If the flag exists then a status change to be placed on that character so that they cannot receive heals from the player that has flagged them, also possibly adding a graphic for all to see flag placed .. name and shame! is perhaps another option.
I agree SE could streamline the reporting process, such as they did with adding someone to your blacklist. A simple right click context menu for reporting for cheating or abusive behavior with an option to attach the chat log, time, etc.. would just streamline the process of being able to report someone.2. Add a right click report facility for all players which would not only report the abuser but also send the last five minutes of the chat log so that they can instantly see on receipt details. It can be difficult to continue playing, taking screen shots and filing reports in instance while the abuse is rolling - this would resolve that.
