If the OP got his wish and only people with luminaries or people with houses could craft any of the new stuff there wouldn't be hardly any competition and you would see prices in the millions for any of the new crafted gear. How would that be fair to anyone? The rich get richer and everyone else has to deal with it. No one wants high prices except the people that are making the stuff.
