Nah nothing is settled 100%. Between old habits and the game changing every patch everyone swear by something they believe in, wrong or right.

The idea is to have 251 PIE with a SCH in the party, though I can't see 9 points of Int causing "significantly" lower damage to be honest.I've also never tried the 251 PIE before...Went out to dummy and did a few runs of 30 INT, then respecced to 21 INT/9 PIE for the 251 PIE, and it lowered my DPS significantly, not to mention looking through the Lodestones of many of the High DPS BLM's, none of them have 251 PIE, so I'm going to disregard that idea as being a DPS increase =P.
As a Midlander I put 29 points into Int and 1 into Piety so that I have 251 PIE with a SCH in the party and I do believe this helps slightly.
Of course it'll be a decrease if you respec your int for it. Look at the thing I posted, it specifically refers to the PIE bonus from having SCH in party and/or food.To each their own, but I Thunder II > Swiftcast Fire III > Raging strikes/Mega Int Pot > Fire spam for opener
After that Blizzard III > Blizzard I (Scaythe only if moving) > Thunder II (Thunder I if time is an issue) > Fire III > Fire spam, repeat.

everyone has different rotations pretty much.
I start with Swiftcast> Ice 3> thunder> fire 3> spam Fire>
Just as an opener and is situation dependant. Dunno but casting Fire 3 or Ice 3 alone and first takes casting time, my rotation the casting is sped up and seems to work fin for me.
Also when firestarted procs for example, i cast it after 1 more fire spell
Flare while some instances i do use in single targets, i just prefer to use it for aoe
I always open up with thunder II (cast it as tank running to the boss, Thu II initial aggro is very low u wont pull boss if tank open with shield lop) then I follow up with Fire 3 then Raging strike > fire 1 spam, then closing with double flare. (do first flare w/ swift cast to ensure it got raging strike effect. raging strike is usually gone when i hard cast 2nd flare.
I dont use thunder for damage (I use it for a chance Thunder proc ) so i dont cast it during raging strike.

I tested out your single target rotation on a dummy. I did the test multiple times, I did each test for 3 minutes and used the following: RS, Mega Int, Swiftcast twice, convert once to extend the fire I phase, BiS Crit & Buttons.
I was doing 299 DPS and 56.5k Damage.
It is a legit rotation, I will compare it to other rotations later.
Edit: Out damage (ref) says it is 310 DPS, outgoing damage says it is 299 DPS. No idea which one is the accurate one, going to ask in reddit what the hell is "outgoing damage (ref)".
Edit 2: It is constant in T1 as to be expected. I did 300.XX DPS and 310 DPS in outgoing damage (ref) still not clear which one is more accurate but I will go with the 300.XX DPS.

Edit 3: Outgoing Damage (Ref) is artificially adding damage to buffs so it can record it, so aside from rotation inspection it should be ignored. At the end of the day we should only care about EncDPS under the main tab or Outgoing Damage only.

my normal rotation:
open with thunder 2/3 depends on how fast you can jump the gun before your tank engages the mob,
swift cast fire 3, then fire/firestarter and repeat until...if thundercloud proc right under 1000 mp, throw blizzard 3, throw thunder 3 with the thundercloud, and then back to fire 3 and repeat; if thundercloud proc when you have more than 1000 mp, throw thunder 3 right away and continue on fire/firestarter; if firestarter procs when you are below 350 mp or so, blizzarad 3, blizzard (or thunder/thunder 2 if thunder ticks is below or 3 seconds left) then transpose firestarter and repeat fire//firestarter rotation.... Always recast thunder only if you see thunder tick is about to be below 3 seconds.
kind of messy text but that's pretty much it... A normal rotation of mine.
