I guess you can call him a ghost i was thinking he could be somewhat alive. He die and his Aether was release to bahamut and now he within bahamut domain i would say he much alive and he have enough aether to get a form but maybe being control by bahamut.

You vaguely see him, just like in that shot, along with our saviour, once you activate the device in the room after you pass The Right Hand of Bahamut.

Guess I should check the inn room but I don't know if that zone is in there since its not a main story quest.

Well i have plenty of guesses about White Raven since he was confirmed killed being the highest right now is that...

1) Nael is brought back to life by Bahamut to serve a great purpose for his reawakening in FF14ARR timeline for a future storyline in Main Scenario where we finally fight Bahamut. After all he may have been confirmed killed but bring him back to life still means he did die.

2) This White Raven is a new person who has taken up Nael's identity and armor for a unknown purpose only known between him and Louisoix.
