This happens to be the most recent post in the first ten pages that I can see that "addresses" the issue of RMTs tell spamming, out of five that I saw. However, speaking of this method here isn't reaching enough ears, so to speak, nor does it really solve the issue for those that don't know about this, or would prefer to be able to get tells from people that aren't RMTs, which shockingly does happen once every blue moon.

A real fix to RMT tell spamming is something more like what follows. In the Log Window Settings add somewhere, be it a new tab or a section above your Log Filters, that address whom you wish to receive tells from. This list could and should include:
  • Friends
  • Free Company
  • Linkshell
  • Other Adventurers (those not covered under the other three options)
And in order to enforce the ability to block unwanted tells, these options should all be turned off by default. In addition, a message either when you log in, or somewhere on the patcher when implemented, would tell you of the new feature, and that it is off by default, and where to change it.

It should not be up to the players to devise a strategy to combat the nuisance of RMT tell spamming, but should automatically be in the system itself to assist players in doing so. Although this doesn't address the players that decidingly allow tells from Other Adventurers, this would cut down greatly on the tells being sent out.

Another alternative is to flag anyone sending multiple tells out quickly for review by a GM, as I've noticed tells from RMTs are sent out extremely quickly.
Another on top of that would be to limit the amount of tells per minute to something reasonable, like ten. Unless you're somehow sending a message every six seconds, this should be a comfortable number.
