Sorry, that's a male miqo'te, the tail is a dead giveaway if the hair wasn't enough for you, that hairstyle is only available to men. Feminine shape is completely subjective, but male miqo'te already have an androgynous physique.

Also for those arguing this is the leviathan WHM wand, not only is it not being held the proper direction, it is also not at all the color scheme of Leviathan weapons. Also note the weapons others are using, with the possible exception of the BLM, none of them are using the Leviathan weapons.
