Slow Cast as a Buff - No Negative Impact

Steps:
1. Accepted Lv25 Levequest 'Drake's Misfortune' from Esmond.
2. Upon revealing the Trickster Imp, it will cast the slow debuff, yet my character is showing the debuff with a buff color timer (green) and have no detrimental effect on my character as if the debuff is not even on.
3. This happens with every attempt.

It appears to be the slow debuff in general. I was in Haukke Manor and the Manor Jester's Slow also had a buffed timer (green) yet no detrimental effects as are listed on the Slow debuff. While I'm sure many players don't mind not having the debuff, it is not working as intended.
