In a live letter YoshiP said he wanted the 1 year reward item to be something special so I can see it being an item you use once on a character then it makes tp's free.

Pessimist side of me comes to the conclusion that if it's a one time free tp that makes perfect sense for the chinese version which most likely will be F2P and have a cash shop.
