Whilst we have different backgrounds and cultures, we all have a very similar idea of being polite. we all know what can offend people in the current context. Would you walk up to anyone in the world, and say (in their language) "YOU SUCK FOR (insert random reason for sucking here)"
Well the first part is blowing it out of proportion. However, I don't think everyone should be forced to be polite. Though I rarely do anything with pugs, outside selling them extreme clears, I typically will not say much in a random party except when I see something is going wrong. If the person didn't say they were new or learning I'll be like, "Let's pick up the DPS." or "RandomMNK you having some problems or something?" I do understand for melee learning a boss' rotation can hamper your dps, but hey if you are unfamiliar with something and don't want people to be rude; come out and say "I'm not very familiar with the fight but I'll do my best."

TLDR: If you expect people to be polite then be upfront about familiarity with the fight.

I don't want to weed out bads though! They provide me with gil for content clears!
